  IBM Rational Rhapsody Java reverse engineering does not
  handle an unnamed root package out of the box
  

Problem conclusion

• In Rhapsody 7.5.3  we improved the reverse engineering in
  Java so all the elements that do not  belong to a Java
  package are modeled to a single Rhapsody package with the
  name  "unname" regardless of the folder. This package
  doesn't define name space so it will not create a Java
  package in the generated code.
