PM12017: Add support for @@ in TSOc VT

• ? *** For '@' sign in VT tree in the panel

  ? This is a ristriction in the currnet TSOC. You can use only En
  glish
  alphabet
  ? chars in the following places.
  ?
  ?     * VOB/Project VOB name

  ?     * Component name
  ?     * Element name
  ?     * Activity name
  ?     * Comment for Check out/in
  ?     * Headline for Activity
  ?
  ? Also the output of VT, the content of View LOG has the same re
  striction.
  So for example,
  ? @, [, ], !, {, }
  ? can't be displayed.
  
  As reported in my initial mail, the major problem with codepages
  CLIENT_CODEPAGE IBM-1252
  SERVER_CODEPAGE IBM-273
  in the TSOC is the insufficient version tree display in the TSOC
  here is an example of all what you get no matter what element yo
  u select:

  The major problem with codepages
  CLIENT_CODEPAGE IBM-1252
  SERVER_CODEPAGE IBM-273
  in the TSOC is the insufficient version tree display in the
  TSOC panel.
  
  That is because CCz has some hardcoded literals as
  IBM-1047(English) encoding, but German code page is either
  IBM-273 or IBM-1141. These encoding difference causes some
  trobules about the string parsing code.
  

Problem conclusion

• A fix is available in ClearCase version 7.1.2
