PM11217: displaying words in the database dictionary does not display the full list until you add a new word

Error description

• Sometimes the 'Manage Dictionaries' tool shows you the content o
  f the custom added words and sometimes it doesn't. When you firs
  t access the tool, no Words are shown in the database dictionary
  . Adding a word will display all the entries but if all you want
   to do is remove a word, you would have to add some first.
