Error description

• Rational product 'Disconnected mode' license message does not
  include diagnostic information explaining why/how the product is
  unable to connect to the license server.

  When RCL cannot contact the license server for a product
  that permits "disconnected mode" use, no Flex/LM or winsock
  error message is made available for the user or product
  support.
  

Problem conclusion

• Rational product "Disconnected mode" license message does
  not include diagnostic information explaining why/how the
  product is unable to connect to the license server. This has
  now been corrected.
