Error description

• Saving a time value that is shorter over a time value that is lo
  nger does not overwrite the whole value.  It overwrites some of
  the digits and leaves the remaining digits, resulting in an unex
  pected date value.  For example, overwriting a date newer than S
  eptember 9, 2001 01:46:40 UTC (time value 1000000000) with a dat
  e older than that date (time value 999999999) will result in an
  incorrect date.
  
  The Oracle database handles this differently than the Informix d
  atabase.  This data corruption can lead to unexepected behaviors
   when syncing files whose timestamps precede the date listed abo
  ve.

Problem conclusion

• Call LOB DESCRIBE to check if the old textval length is
  greater than the new one then need to call LOB TRIM to trim
  the value before LOB WRITE to write the new value
