PM08956: CPU Utilization goes to 100% while generating and build the code using COM API.

Error description

• Please refer the attachment containing the Rhapsody model and
  COM API.
  
  DummyTest.zip contains a simple Rhp 7.5.1 C++ project with some
  dummy classes for the VC9 target.
  
  RhapsodyBuild.zip contains a VS2008 C# project that implements
  the COM API code to generate and build the DummyTest project.
  
  It uses an assembly rhapsody_test.dll that was generated by
  calling tlbimp rhapsody.tlb /out:rhapsody_test.dll using VS 2008
  tools
  
  To reproduce:
  
  1. Open RhapsodyBuild.sln with VS 2008 and build it. The
  executable is by default under
  ...\RhapsodyBuild\bin\Debug\RhapsodyBuild.exe
  
  2. Open Windows task manager
  
  3. Open a console and call
  <buildpath>\RhapsodyBuild\bin\Debug\RhapsodyBuild.exe
  <projectpath>\DummyTest\DummyTest.rpy
  
  4. Switch to task manager to see Rhapsody consuming a lot of CPU
  during rebuild()
