PM06941: RCP menu: arrows cannot be used and menu doesn't remain highligh ted

  Description of problem:
  
  
  In RCP mode, arrows on the keyboard cannot be used to navigate b
  etween menu items.
  Also after a menu has been selected, it doesn't remain highlight
  ed.
  
  It works in Console UI mode and it was the behavior in Informix
  4GL
  
  Steps to reproduce:
  
  1) Create an EGL program with code like
    openUI
              new Menu{labelText = 'Choose an option', menuItems =
  [
                              new MenuItem{name = 'One', labelText
   = 'Option One', accelerators = ['O']},
                              new MenuItem{name = 'Two', labelText
   = 'Option Two', accelerators = ['T']},
                              new MenuItem{name = 'Exit', labelTex
  t = 'Exit', accelerators = ['E']}]}
  
          onEvent(MENU_ACTION:('Exit'))
              exit openUI;
          onEvent(MENU_ACTION:('One'))
              consolelib.displayAtLine('You chose option One', 10)
  ;
          onEvent(MENU_ACTION:('Two'))
              consolelib.displayAtLine('You chose option Two', 10)
  ;
          end
  
  2) Run it as RCP
  3) Menus can only be selected with the mouse
  4) Once selected, the menu doesn't remain highlighted
