Error description
When the user tries to re-parent a child requirement, an SQL tim eout error is displayed. The reparent occurs though. This only happens using enterprise database.
Local fix
Problem summary
When security is activated it need call RPX to get if user has permission or not to update, since some table are already locked by the reparenting process it leads to the time out issue.
Problem conclusion
To Fix this issue I Added new logic to create objects throw RPX before lock tables.
