The implementation class is not generated in jax-ws top down ejb web service generation if the wsdl binding transport is set to transport="http://www.w3.org/2008/07/soap/bindings/JMS/"
Problem conclusion
This problem is fixed in Rational Application Developer 7.5.5.1
