PM06009: Infinite publishing loop after installing TestFix

Error description

• Using Rational Application Developer 7.5.4, after installing Tes
  tFix for APAR PM01051, and publishing projects to the server, th
  e publish action is triggered all the time, in an infinite loop.
  

Local fix

Problem summary

• An EJB 1.1 or 2.x application may continuously publish to a
  WebSphere Application Server runtime when done via Rational
  Application Developer if the preference 'Enable Incremental
  Deployment' is disabled, the 'JEE Deployer' publishing task
  is enabled, and automatic publish is enabled
  

Problem conclusion

• When EJBDeploy is run it does not explicitly compile the new
  content that is generated.  Instead, it refreshes the
  project content which triggers the auto-build job to compile
  the new content.  However, when this is done in the context
  of the 'JEE Deployer' publishing task the auto-build job
  cannot run until the publish completes.  As a result the
  publish is invoked again since the compiled content produced
  by the auto-build job will trigger a new publish.  This
  cycle will continously happen until either the server is
  stopped or the publishing job is manually stopped.  The fix
  for this APAR is to ensure that the newly generated
  deployment code is compiled so that the auto-build job does
  nothing.  This fix is currently targeted for inclusion in
  Rational Application Developer fixpack V7.5.5.1.  Refer to
