Error description

• Rational COBOL Runtime V6.0.1:
  
  No exception is thrown when the date provided to the
  datetimelib.dateValue system function is invalid.  Specifically,
  when MMDD is 0229 in a year that this is not valid, no exception
  is thrown.
  
  The following is an example of this problem:
  
    inDate = "20090229";
    dtVar = datetimelib.dateValue(inDate);
  
  The date provided is incorrect and should be flagged in error.
