PM01658: chart labels do not display correctly

Error description

• Graph Columns do not display labels or values
  Description of Problem:
  When you add a graph column, you havethe option of adding labels
   and values for each bar.  If you do avertical bar chart, the la
  bels and values typically don't display,
  regardless of the position chosen for the label/value.  The labe
  l/value only shows up for values near the top of the range.
