PM01328: Submenus not working for plugins

Error description

• Rhapsody 75 allows creating submenu submenu structure for helper
  s.However this does not work for plugins.For example , for the b
  elow .hep file

  the submenu structure works for the plugin command 'Make Singlet
  on' but not for the plugin iteslf,i.e for 'Singleton Plugin'
