PK98294: Publishing to Portal server does not force build

Error description

• If 'Build automatically' is disabled in the workspace, then publ
  ishing a project to a Portal server does not force a build.
  
  The result can be an error or other unexpected/confusing behavio
  ur.
  
  Reproduction steps:
  
  * Create a new workspace, disable build automatically
  * Create a new Basic Portlet project
  * Clean the workspace and do not trigger a new build
  * Run it on a Portal server
  
  An XMLAccess error occurs because Portal will be unable to load
  the portlet class in order to register it with Portal.
  

Local fix

Problem summary

• We were overriding the publish method from
  ServerBehaviourDelegate
  and we hadnt included the part where the build portion is
  kicked off(which is a part of the original publish method),
  so added that.
  

Problem conclusion

  it is added in 7.5.5.1 release
