PK97862: FILTER USING A COMBINATION OF LIKE/STARTS WITH AND UPPER() FUNCTION IS NOT PUSHED TO VERTICA DATABASE

Error description

• A report written against a Vertica database contains a filter
  with an expression similar to "[Data Item] starts with
  upper(?param?)".  When viewing the SQL for the report, there is
  no WHERE clause which reflects this filter, only the
  "upper('paramValue')" can be seen in the SELECT list.  The
  filter is performed locally, resulting in potential performance
  issues.
