PK97096: Missing lines from unix license server license file cause licens e checkout failures

APAR status

• Closed as program error.

Error description

• When attempting to check out a VU license to run tests, the the
  following error may occur is attempting to check out from a UNIX
   license server: 'Error: No license keys available for this 6 us
  er run'
  
  The license server log may contain a Flex/LM -18 error (Feature
  not supported).
  
  Cause: 'PACKAGE...' lines missing from the rational_server_perm.
  dat file.
  
  Workaround: add 'PACKAGE' lines from technote 1299111
