Error description

• When minSyncReplicas is greater than zero some replicas may be
  unplaced during failover. Client received
  ReplicationVotedToRollbackTransactionException exception.

  The placement algorithm was enhanced to be less
  restrictive and places shards more aggressively if
  the deployment policy allows.
  

Problem conclusion

• The fix for this APAR is included in cumulative fixpack 4 for
  Version 6.1.0.5 and cumulative fixpack 1 for Version 7.0.0.0.
