    Steps to reproduce:
    1) Import sample reports; File ? Import ? Existing projects into
     Workspace. Select C:\Program Files\IBM\RMC72\rmc\report_templat
    es.
    2) In the Navigator view open My Reports ? Configuration(simple)
    .rptlibrary
    3) In the Outline view navigate to Configuration(simple).rptlibr
    ary ? MasterPages ? Simple Master Page - Elements ? Header
    4) Click on Header
    5) An error message appears.

  • After investigation by our developer, it's shown that this
    is due to a BIRT defect. A simple workaround has been
    described in the attached document. Summary: When editing
    the master pages in a report library, switch the tab from
    "Layout" to "Master Page" manually, otherwise, it will popup
    an error dialog
