Error description

• Clicking on a strategy in the Metrics Detail tab results in the
  following error if the metric user does not have SET POLICY
  permission in Tools - Security on the metrics package :
  
  CMM-SYS-5999 The metrics management service encountered an
  error.
  
  An error has occurred. Please contact your administrator. The
  complete error has been logged by IBM Cognos Application
  Firewall with SecureErrorID:2009-08-19-17:49:54.437-#1
  
  The error occurs if you navigate to the strategy on the metrics
  detail tab via the scorecard or metric type. The problem doesn't
  occur if you navigate via the strategy.
  

Local fix

• In Metric Studio open the metrics package and in Tools -
  Security add the Metric Users group and grant them Set Policy
