  Model Consistency Check error on few normal model editing
  
  Description:
  ------------
  we end up with ModelIsconsistency check error when there is a
  usual editing
  done on the attached model.
  
  Issue: Model Consistency Check error
  1. Observed inconsistency wven when there were no unresolved
  references in
  the model.
  2. Adding flags
    QuickATM=FALSE
    QuickATMWithDescendans=FALSE
       did not make any difference
  3. No RER dump just the error message
  4. Even if save is done before reload there are instances where
  this error
  occurs
   Autosave enable/disable does not make a difference
  
  Repeatable at customer environment
  Support labs - observed in customer model, other models untill
  now have not
  shown the error.
  
  Steps to Reproduce:

  1. Open V75_RiCpp_variantTrafficLights_After.zip to observe the
  error
  2. The model that worked without error:
  V75_RiCpp_variantTrafficLights_Before.zip
  3. FBR attached showing the behavior: ModelConsistencyError.zip
