  Whenever a web library is added and that web library is a
  variable only with no extension then the NullPointerException
  occurs.

Problem summary

  * PROBLEM DESCRIPTION: An Eclipse variable that points         *
  *                      directly to a file added as a web       *
  *                      library causes a NullPointerException   *
  *                      during publishing.                      *
  ****************************************************************

  If an Eclipse variable which points directly to an individual
  file is added as a Web Library then it will cause a
  NullPointerException during looseconfig generation.  This is
  happening because we are looking for the file extension of file
  file but since it is a variable then there is no file extension.
  

Problem conclusion

• A check has been added for an empty file extension to ensure
  that this NullPointerException does not happen during
  looseconfig generation.
  
  The fix for this APAR is currently targeted for inclusion in
  Rational Application Developer fixpack v7.0.0.7 and WebSphere
  Application Server Toolkit fixpack v6.1.1.7.
