Error description

• Two v5.1 WebSphere Test Environment processes are visible in the
  debug view when starting one test environment instance.

Problem conclusion

• A conditional check has been added to ensure that only one
  v5.1 WebSphere Test Environment processes is created when
  starting the server.  The fix for this APAR is currently
  scheduled for inclusion into the Rational Application
  Developer v7.0.0.6 fixpack.
