  the deployment process will occasionaly fail if the target
  server is 5.1
  
  An error occurs when deploying web service to v5.1 Websphere
  Teset Environment. The error is code is IWAB0514E

Problem conclusion

• An incorrect module URI was generated which resulting in the
  IWAB0514E publishing failure error message.  The fix for this
  APAR is currently targeted for inclusion into the Rational
  Application Developer v7.0.0.6 fixpack.
