• Closed as program error.

Error description

• Unable to move the user you are logged in as to another group th
  rough ReqWeb admin tool.  This can be done in the 7.0.1 client b
  ut not the web.
  

Local fix

Problem summary

• When logged into RequisiteWeb as a user with administrator
  permissions, you cannot move that user to another user
  group.
  

Problem conclusion

• You can now move the user to another user group in
  RequisiteWeb, as long as the group has administrator project
  security permissions.
  
  I add a new validation to native client to make ReqPro
  native client consistent with ReqWeb. Now native client
  block admin users from taking away their admin privs.
