Error description
The JSP directive validator was giving warning messages for all duplicate prefixes in the same jsp page. Warning message should only be given if the uri is different but the prefixes are the s ame. Also see Bugzilla: https://bugs.eclipse.org/bugs/show_bug.cgi?id=203711
