    Description of problem:
    Interaction Occurrence Fragments can be added to standalone
    Sequence Diagrams (.dnx files) using the Palette.
    The purpose of an Interaction Occurrence is to link a
    sequence diagram to another one. In the case of standalone
    diagrams it is impossible to link them because no element is
    available for selection if you choose Select Existing Element,
    and no new element si actually created if you choose Create
    New Interaction.
    
    Steps to reproduce:
    
    1. File->New->Other->Modeling->Sequence Diagram
    (seq1.dnx)
    
    2. 1. File->New->Other->Modeling->Sequence Diagram
    (seq2.dnx)
    
    3. Create a Lifeline in seq1.dnx
    
    4. Drop an Interaction Occurrence from the Palette on the
    Lifeline
    
    5. You have three choices:
    
       a. Unspecified: this works as expected
       b. Create New Interaction : this has no effect as no new
          sequence diagram file is created
       c. Select Existing Element: this has no effect as the Select
          Element dialog shows: No Selection is available
    
    Expected Results:
    
    If the options b and c cannot be implemented they should be
    disabled in the case of .dnx sequence diagrams.
