    In situations where invalid data is used, the behaviour is
    undefined. Enterprise COBOL Vx.x set the sign to x'F' because
    it is correct that unsigned numeric data items should have a
    sign of x'F'. Enterprise COBOL V4.2 and earlier did not do this.
    

Problem conclusion

  • To maintain compatibility with Enterprise COBOL V4.2 and
    earlier for customers using invalid data, Enterprise COBOL Vx.x
    was changed to no longer set the sign of an unsigned numeric
    USAGE DISPLAY receiver to x'F' unless the sign bits in the
    sender were x'F'.
