APAR status

• Closed as program error.

Error description

• If you use IBM Rational Asset Manager (RAM) with a Microsoft SQL
  Server database, users will not be added to the blacklist, even
  after exceeding download limit.
  
  Users will still be able to download 15+ assets, even though the
  download block threshold is set to only 10 assets.
  
  It doesn't matter whether one asset is downloaded at a time or
  if bulk downloads are performed.  If you try to add a user to
  the blacklist manually, you'll get the following error message:
  
  "Configuration errors. Please scroll down to see all of the
  sections that failed. user has userid conflict, please contact
  administrator."
  

Local fix

• There is no workaround.

Problem conclusion

• Fixed in RAM 7.5.4. After fix, User will be added to blacklist
  once user exceed the download limit.
