PI98771: COBOL v5.2 to v6.2 fail to produce diagnostic IGYPG3173-W for compares whose results are known at compile time

Error description

• COBOL v4.2 produced the diagnostic
  
      IGYPG3173-W The result of the comparison of operands
          {operand-1} and {operand-2}  is known at compile time,
          based on the attributes of the  operands. Unconditional
          code was generated.
  
  when it was known that {operand-1} and {operand-2} could not
  possibly be (not) equal, a situation that indicates a
  programming error.

  COBOL V5/6 users would like to be warned by the compiler if the
  result of an EQUAL or NOT EQUAL comparison between an
  expression and an alphanumeric or national literal can be
  determined at compile time, specifically when the literal is
  longer than the other operand and the extraneous characters
  contain non-blanks (no padding) characters.  These warnings are
  emitted by the Enterprise COBOL V4 compiler, but not previously
  by the V5/6 compiler.
  

Problem conclusion

• The compiler is changed to issue a new compile time warning
  message for the situation described above.
