PI97835: ENHANCE NUMCHECK(PAC) TO CHECK FOR LEFT-MOST NIBBLE NOT ZERO IN EVEN LENGTH PACKED DECIMAL FIELD

Error description

• Enhance the NUMCHECK(PAC) compiler option to check for the
  left-most nibble not being a zero in an even length packed
  decimal field, which indicates that the data does not fit into
  its picture clause.

  An even length PACKED-DECIMAL data item must contain 0s in the
  leftmost four bits to be considered a valid PACKED-DECIMAL data
  item.

• NUMCHECK(PAC) check was updated to check the leftmost four bits
  for zeros.
