Problem summary

• The Impact tree tab for a stale Impact analysis project gets a
  NullPointerException if the project included an impacted link
  deck, but the link deck file was subsequently deleted. For
  example:
   SEVERE: Error getting/setting UI data

   ...
  

Problem conclusion

• Updated the product to ensure any orphaned link deck impacts
  are deleted before using the Impact analysis project.
