    Problem Statement aka Comment line, work item summary...
    UCD process hangs after reboot step is invoked in a component
    process. Actually, the server is back up after reboot and the
    ucd agent is running on the server. However, the UCD process is
    still hanging.
    
    
    Steps to reproduce or if has been reproduced on VM image, link
    to image
    - Set up an application to run the Linux System Tools Reboot
    step.
    - The process will run successfully 10+ times before it fails.
    - When it fails, the agent will be online but the process will
    wait on the reboot step to complete indefinitely.
    
    This issue happens intermittently.
