APAR status

• Closed as program error.

Error description

• The problem may affect multiple threads applications where one
  thread's IO is holding LE file chain mutex while another thread
  is freezing threads to collect CEEDUMP.
  

Local fix

• This problem affects 64-bit CDA runtime only since CEEDUMP
  wouldn't invoke CDA for 31-bit applications.
