Error description

• Conditional Variable uses ReportOption ('outputFormat') to
  display Prompts Controls on the report page when it is run
  interactively in HTML or Prompt values when run in the
  background in HTML.  Intermittently ReportOption
  ('outputFormat') returns HTML instead of HTMLFragment when run
  interactively resulting is report without prompt Controls for
  user to select.
