Problem summary

• Invoking Batch Update (DMHJCLBU on z/OS and DMH0700Run on
  Windows) with -FORCE_RESCAN does not cause the FORCE_RESCAN
  flag to be stored in the the analysis queue parameters, even
  when the C(hange) records do not otherwise specify FORCE_RESCAN.
  

Problem conclusion

• Updated the Batch Update function to ensure any -FORCE_RESCAN
  parameter is used.
