Error description

• In an environment with routing rules, a scheduled job with a
  lower priority will finish executing before a higher priority
  scheduled report begins. For example, if a Priority 4 job is
  scheduled at 1:00 PM and routed to Dispatcher A based on the
  routing rules, and a Priority 3 report is scheduled for 1:01 PM
  and is routed to the same dispatcher, the Priority 3 report
  schedule will stay in "Pending" until all steps in the are
  complete.
