PI92813: DSECT UTILITY EDC5510 40 INTERNAL LOGIC ERROR IN FUNCTION PROCESS_FIELD

Error description

• Starting with the V2R3 release, the DSECT Utility uses a C
  zero-extent-array in a generated structure to represent HLASM
  fields with a duplication factor of zero.  This behaviour is
  controlled with the LEGACY | NOLEGACY option (Default:
  NOLEGACY).
  
  In some cases, a duplication factor of zero DS entry with a
  label may cause an error in the DSECT utility:

Local fix

• Use the 'LEG' option to disable generation of zero-extent-arrays
  for duplication factor of zero DS entries.
