Error description

• Customers that upgrade to 6.2.6.1 that experienced PI43816 in
  the past may have processes that reference a Plugin Command that
  doesn't exist in the database.
  
  The result is a ConstraintViolationException on an attempt to
  create metadata for a process with a null command. This
  exception occurs from the metadata generation that happens on
  startup of the server, so the server will not successfully start
