Error description
Allow child processes to avoid graceful shutdown if ECONNREFUSED, ECONNABORTED, and ECONNRESET occurs during the client accept(). This can be turned on via the AcceptErrorsNonFatal directive.

Problem conclusion
Added "AcceptErrorsNonFatal" to allow ECONNREFUSED, ECONNABORTED, and ECONNRESET during the client accept() to not trigger graceful shutdown of the child process. Default behavior is still to exit. This fix is targeted for IBM HTTP Server fix packs: - 8.0.0.15 - 8.5.5.14 - 9.0.0.8
