PI91844: AFTER UPGRADING COGNOS 10.2.2 TO CA 11.0.8 USER IS NOT ABLE TO CLICK ON REPORT LINK, REPORT LINKS ARE DIMMED OUT AND NOT ACTIVE

APAR status

Error description

• When user access CA 11.0.8 Glass perspective user interface and
  access reports inside folders report links are all dimmed out
  (appear grey not blue as expected), and user is not able to
  click on report, user is able to access more options for report
  and access report version from there.
  
  User expectations is to be able to click on report link and to
  have view latest report output version returned as the default
  report actions (as the case was back in Cognos 10.2.x versions).
