PI91194: RESOURCE COMPARISON AGAINST RESOURCE TEMPLATE WORKS WITH INACCURACY

Error description

• Steps:
  Create a resource base on a resource template.
  Make some changes.
  Compare the resource with the resource template.
  
  There are at least 4 Issues:
  1. Deleted children of the resource is not showing as delete
  during the comparison.
  2. If the resource name and resource template name are the same,
  it ended up compare resource with resource itself. (Resource is
  Top Level Resource)
  3. If the resource name and resource template name are the same,
  and no changes were made. The comparison shows the children are
  "Added" instead of no changes. (Resource is not Top Level
  Resource)
  4.  If the resource name and resource template name are not the
  same, and no changes were made. The comparison shows the
  children are "Added" instead of no changes. (Resource is not Top
  Level Resource)
