Error description

• The resource adapter sending a CONNECTION_ERROR_OCCURRED event
  on a connection while it is in the free pool results in a
  negative connection count and IllegalStateExceptions

  When a connection error event is sent for a JDBC or JCA
  connection
  that is in the free pool, the connection count is computed
  incorrectly (and may become negative) and an
  IllegalStateException
  is thrown.
  

Problem conclusion

• The code was updated to properly handle a connection error
  occurring on a connection that is in the free pool.
  
  The fix for this APAR is currently targeted for inclusion in
  WebSphere Application Server traditional fix packs 8.5.5.14 and
  9.0.0.7 and WebSphere Liberty fix pack 18.0.0.1.  Please refer t
