  • Message DSNT501I indicating a "RESOURCE UNAVAILABLE" should be
issued with a Reason 00C90081 and a type 00000100, if the
DATABASE is in a STOP state, when access is attempted, but it
is not being issued, as it should be.

For a database (which has OBID=0), message DSNT501I was not
being produced in the resource unavailable message handler
(DSNIRUMS).  Since there is no OBID, the module did not
handle it correctly.
