Error description

When attempting to login to Rational Asset Analyzer(RAA) user
gets a login failure due to ERRORCODE=-4499

Local fix

Problem summary

When using a database Connection that gets a -4499 error, get a
new connection so that WAS has a chance to recover if the error
is caused by a transient communications or timeout issue.
