  When the INITCHECK option was in effect the compiler was
  considering some unreferenced, storage-owning data items as
  candidates for use-before-set analysis even though the STGOPT
  option was in effect.  This lead to some inconsistent
  processing in our table initialization code generator.
  

Problem conclusion

• The compiler was updated to not consider unreferenced
  storage-owning data items as candidates for use-before-set
  analysis when the STGOPT option is in effect.
