PI87139: Configuration updates blocked by application restart

Error description

In very rare cases where a configuration update and
application restart occur at the same time, the update can
be blocked by a restart that never completes. If this
happens, configuration updates will not complete until the
server is restarted.

In very rare cases where a configuration update and application
restart occur at the same time, the update can be blocked by a
restart that never completes. If this happens, configuration
updates will not complete until the server is restarted.

Problem conclusion

The context for restarted applications is now removed correctly
so that it no longer blocks configuration updates from taking
place.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.3.  Please refer to the Recommended Updates page for
