APAR status

• Closed as program error.

Error description

• When debugging a COBOL V4 program some variables are not
  displaying their values and instead only showing the following
  error: ?Expression Evaluation Failed?.
  
  The same problem is observed using IBM developer for z Systems
  (IDz) v14 while debugging in standard mode.
  

Local fix

• Recompile the program with COBOL V5 and debug. For IDz v14.x if
  program is compiled with Enterprise COBOL V4, debug the
  application with Debug Tool compatibility mode

• The problem listed in this APAR has been resolved with
  IBM Rational Developer for z Systems V9.5.1.8 Fix Pack which
