PI84262: UI HANGS BECAUSE ENVIRONMENT COMPLIANCY SLOW ON MYSQL

Error description

• The UI hangs because environment compliancy is slow on MySQL. An
  environment page may take a long to load. Individual environment
  compliancy "progress bars" on environments in the application
  screen may not update. Web debugging tools will show API calls
  to load compliancy are slow or unresponsive. Eventually, all
  resources in the database will be consumed and all UI pages will
  become unresponsive.
