Error description
In 11.0.6 if you are either zoomed in (150%) with a regular screen resolution like 1920*1080 or being on 100% zoom factor with a smaller screen resolution like 1366*768 will cause reports to display with a second vertical scrollbar. The second scroll bar will not disappear after closing a report. Only reducing / increasing the zoom factor or reloading the page will return Cognos Analytics UI to be displayed without the scroll bar. Using the Cognos Analytics gateway instead of direct dispatcher access does not make a difference.
Local fix
Reload Cognos Analytics or increase/decrease zoom factor in Browser
