PI81360: Allow SSL_/TLS_ prefixes to be used interchangeably for cipher long names

Error description

In IBM HTTP Server, directives such as SSLCipherSpec should
accept "SSL_" prefix for cipher long names that begin with
"TLS_", and vice versa.

*                  Server with SSL enabled.                    *

IBM HTTP Server did not interchangeably accept the TLS_ and
SSL_ prefixes for cipher long names even though that name
segment did not differentiate between two supported ciphers.

Problem conclusion

IHS was updated to interchangeably accept either SSL_ or TLS_
as the long name prefix for ciphers.

This fix is targeted for IBM HTTP Server fix packs:
- 7.0.0.45
- 8.0.0.14
- 8.5.5.12
- 9.0.0.5
